You can’t be too careful out there. Nobody knows this better than Joe Arpaio, the self-described “toughest sheriff in America.”’ Arpaio, renowned for his obsessive focus on illegal immigration, recently sprung into action to protect his Arizona community.

Acting on a tip that dangerous criminals lurked in the Phoenix suburbs, Arpaio recently deployed a tank. Yes, he called in an armor-platted, cannon-thrusting behemoth.

He also brought in the SWAT team, got a bomb robot, and organized a convoy of armored vehicles. He then rolled this caravan of firepower into a residential neighborhood, surprising people in the sleepy enclave who no doubt had been unaware of the booming crime wave in their midst.

Was Arpaio bringing down a massive drug-running operation? Was he busting lethal gang members who murder and rape at will? Could he have been targeting a domestic terrorism plot, or arresting scores of heavily armed desperadoes?

Well, actually, he was after one guy. And that guy’s crime was… cockfighting.

Yes, “in a massive show of force [Arpaio] executed a search warrant and arrested the homeowner, Jesus Llovera, on charges of suspected cockfighting. Llovera was alone in the house at the time of the arrest, and he was unarmed.”

Now some might say that it’s a bit of overkill to conduct a militaristic operation that “cost tens of thousands of dollars” to arrest one unarmed guy. But you would be missing the point.

This is about being tough on crime, and in any case, the sheriff’s office says, they “err on the side of caution. We’re going to make sure that we have the appropriate amount of force in case we do run into anything.”

One presumes that “anything” includes several highly agitated chickens.

Many residents of the suburb were understandably alarmed to see a tank rolling down their placid streets. Their surprise must have been compounded when they discovered that washed-up action star Steven Seagal was riding in the tank. It was all part of an upcoming episode of Seagal’s new reality-television show “Lawman.” For filming purposes, Seagal has ”carte blanche to go along with the sheriff as he arrests people.”

And what an episode that will be! Arpaio and Seagal, busting down a wall with a tank, blowing out the windows on the suspect’s home, and sending in the SWAT team in full gear to bring down the cowering cockfighter. One can only imagine the scene when the cops busted in and bellowed, “Drop the chicken!”

You can’t tell me that isn’t entertainment.

As it turned out, the cops confiscated 115 chickens and euthanized them. Allow me an aside to say that I once knew a Latino guy who claimed that it was ok to raise fighting roosters because “It’s our culture.” I guess that excuses torturing animals. But that’s another post altogether.

The point is that Arpaio has once again proven that he is not to be fucked with. If he uses a tank to arrest one guy, imagine what he’ll do to undocumented immigrants… Well, maybe we don’t want to visualize that.

Anyway, let’s hope the cameras keep rolling on Arpaio. With luck, some Arizona teenager will shoplift beer from a 7-11, and Arpaio and Chuck Norris will give chase in a helicopter outfitted with rockets.

Wait, let’s try that intro again. You’ll have to forgive me. I’m not sufficiently bilingual to be dazzling all the time and avoid slip-ups, malapropisms, and brain freezes. In fact, if I spoke Spanish better, I would be a lot more confident of fighting off Alzheimer’s as I get older.

At least that’s the conclusion of “neuroscience researchers [who] are increasingly coming to a consensus that bilingualism has many positive consequences for the brain.”

By now, you’ve heard all about the Kansas legislator who said it was a fine idea to hire gunmen to fly around in helicopters and shoot undocumented immigrants. Republican Virgil Peck made what he calls a “joke” during a public hearing on how to control the feral-pig population (like you, I was unaware that this was a huge problem in Kansas).

In any case, Peck has apologized for comparing immigrants to hogs, and while he was at it, for advocating that the state just start executing people it doesn’t like.

Of course, Peck’s comments are not in the smallest way indicative of the GOP’s hatred for Hispanics. As conservatives are quick to point out, that is all a liberal-media myth, and the Republican Party truly loves Hispanics. After all, you only joke about slaughtering people like vermin if you really respect them.

I’ve written before about the fact that the U.S. population is growing at its lowest rate since the Great Depression. But what does this statistic really tell us?

Well, among other things, it means that for the first time in American history, large swaths of the country are essentially emptying out. According to the U.S. Census Bureau, “a near-record number of U.S. counties are experiencing more deaths than births in their communities, a phenomenon demographers call natural decrease.”

Of course, there’s a more common term for it: ghost town.

By now, I’m sure you’ve heard about the Brown Invasion. No, I’m not talking about all those Latinos stealing our jobs, selling our kids drugs, and hooting at our wives.

Hey, that’s old news. Even right-wingers are tired of peddling such fictions.

I’m referring to the recent study that showed ethnic minorities are no longer content to live in barrios and inner cities. For example, “metropolitan New York is being rapidly reshaped as blacks, Latinos, Asians and immigrants surge into the suburbs.”

Yes, my friends, it’s a damn surge out there. Watch out, suburbia.

I used to live in NYC, and my neighborhood, although primarily white, was decently mixed. The same is true of the LA area in which I live now. It’s one reason that I’ve loved both neighborhoods.

However, I have never lived in a suburb, nor do I have any desire to do so. Every time I visit a friend who has bought a house on a cul-de-sac, I get a little jittery, like the 1950s are going to suddenly explode all over me. I expect to look over a manicured lawn and there, in the distance, see a nuclear family in black and white, playing croquet and drinking lemonade.

But that’s just my hang-up. As much as I love living in cities, it would be a sad commentary if every Hispanic thought exactly as I do. By all means, if the Rodriguez family wants to take the commuter rail, I say enjoy the ride.

Still, it’s not like Latinos are blending in effortlessly with their suburban compatriots. That old barrier — segregation — exists even when Hispanics leave the big bad city behind. Latinos tend to be “typically clustered in ethnically or racially monolithic communities,” even in suburbia. So Wally and the Beaver won’t necessarily be hanging with Juan and Maria.

But perhaps that’s in the future, and maybe there are other positive developments yet to come. For example, suburbanites may have more diversity at their key parties someday.

And perhaps the whole concept of suburban angst will have to be redefined. Maybe a couple named Hernandez will feel ennui for once.

This opens up exciting possibilities. Perhaps a Hispanic director will remake “American Beauty” or “The Ice Storm,” but with Latinos in the lead. And of course, maybe someone can take another shot at “Revolutionary Road.”

If so, can we talk Kate Winslet into playing a Latina?

Yes, I still have a monster crush on the woman; sue me.

I never get tired of writing about Hispanic culture. But I have to admit that certain related topics have started to wear on me. Check that — one subject has pummeled me into stunned disbelief and ulcer-causing frustration.

Yes, once again, I have to grit my teeth and pound the word “Arizona” into the keyboard. It wasn’t enough that the state passed SB 1070, the most overtly Latino-hostile piece of legislation in modern history. Nor was Arizona satisfied when it banned ethnic studies in high schools, under the guise that kids who learned about Cesar Chavez would get riled up and burn down Tucson.

I’ve written before about the Republican Party’s image problem with Hispanics. For the most part, conservatives are content to appear as unappetizing as possible to Latino voters. It’s almost as if the GOP is saying, “We’re not really a bunch of redneck nativists who despise your culture, but you’ll just have to take our word on that. Now, who’s up for some stereotyping and deportations?

Perhaps many Republicans are afraid of offending their hardcore base, which is, let’s face it, not the most open-minded group. Or maybe conservatives were heartened by their “shellacking” of the Democrats in the midterms. Or possibly they’re feeling no pressure because U.S. Census figures indicate that red states are growing much faster than blue ones.

But wait — upon closer inspection, maybe that last one isn’t so uplifting to conservatives after all. As Fox News Latino points out, “the irony is that many of these growth centers … are the beneficiaries of population growth due in large part of immigration and brisk Latino birthrates.” In other words, one reason that the red states are bursting is because Hispanics are moving in. As such, these states have “a strong Republican Party presence, and an increasingly unsympathetic Latino electorate to counter that party’s influence.”

So if anything, conservatives should be bending over backwards to attract Latino support. At least a few Republicans know this.

Among them is our old friend Newt Gingrich (!), who recently admitted the truth about immigration reform when he said, “We are not going to deport 11 million people. There has to be some zone between deportation and amnesty.”

Gingrich’s surprising statement got the Washington Post’s attention. The newspaper opined that “making nice with Hispanics has become an incipient Republican cottage industry” and expressed “hope it grows enough to shut down the hateful rhetoric and demonizing of Latinos by too many Republicans in recent years.”

Well, let’s not get carried away. As the Post makes clear, nativists “have cowed the Republican Party with a message of rejection and hate that most Latinos take personally.”

And here is where the GOP fails to understand a basic truth: Slamming immigrants doesn’t just offend undocumented people. It also pisses off Latino citizens, many of whom are naturalized immigrants, have family members who recently arrived here, or just don’t like to see people who look like them get blamed for everything.

Indeed, as the National Council of La Raza states, the recent elections brought to power “some of the most extreme members of the House who are going to be the calling card of the Republican Party to Latinos.” This doesn’t really help conservatives, who “need to rebuild their relationships with Latinos.”

Still, it’s not all bad news for the GOP when it comes to Hispanics. There is one group of Latinos who are positively giddy about a significant part of the Republican platform. Unfortunately, these Hispanics are not citizens, or even residents.

It seems that the GOP insistence on making guns readily available is a big hit with Mexican drug cartels. Yes, although the right to carry a firearm is supposed to deter crime, the truth is that “Mexico’s most violent drug cartels are exploiting U.S. guns laws to acquire massive quantities of assault rifles and other firearms for use in their war.”

Ouch — somehow I doubt this fact will help win over Latinos in 2012.

A nine-year-old girl in Arizona is brutally shot down by a psychopath who may also be a right-wing nut.

No, this is not the story of Christina Green, the little girl born on 9/11 who was killed in the assassination attempt on Rep. Gabrielle Giffords in Tucson. As heartbreaking and appalling as her death was, it has not lacked for media attention.

This is the story of Brisenia Flores, whose murder has simply not touched America in the same way that Green’s death has. In fact, her killing has received surprisingly little attention.

I have to admit, however, that Emmasota’s comment about the Dream Act’s demise conjured up an unpleasant memory for me.

You see, last year I worked with a nonprofit to advocate for the passage of the Dream Act. I knew the odds were long, and of course, the legislation ultimately didn’t pass.

But I would feel better today about fighting the good fight if I hadn’t known, at the time, that our approach was doomed. I had a queasy sensation early on, when I saw one of the video packages that the nonprofit put together (I wasn’t involved with that stage of the campaign).

The video featured kids who would directly benefit from the Dream Act’s passage. Much of it was good, with heart-tugging stories from all-American, clean-cut teens.

But then the bottom fell out. The voiceover threw around terms like “fairness” and “justice.” And one of the teens stated that he “deserved” the rights that the Dream Act would confer.

I knew it was over as soon as the kid said that word.

Americans don’t want to hear that anybody deserves anything. Hell, many citizens will lose their minds if one implies that they deserve basic healthcare (and that’s in their own self-interest!). They certainly don’t want to hear that some whiny kid who wasn’t even born in this country “deserves” his rights.

Sending a video to media outlets and political leaders that featured this tone-deaf tactic just stunned me. Clearly, many advocates of immigration reform haven’t learned the importance of basic marketing.

They continue to push the compassion angle, or back up their assertions with facts that impress no one.

But if the Bush years taught us anything, it’s that sympathy is for suckers. More important, we learned that the truth is irrelevant. Or it’s at least a distant second to proper messaging.

How else do you think conservatives got an overwhelming majority of Americans to embrace a war that made absolutely no sense?

Other progressive movements have learned this tactic.

For example, gay rights are also issue of fairness and basic justice. Yet, advocates of repealing the DADT Policy went easy on this essential truth. Instead, they successfully presented the issue as one that was necessary to America’s well-being.

The message was, basically, “We need all the help we can get establishing a strong military and intelligence network. This will keep America safe, so drop your prejudice in favor of simple self-preservation.”

It worked. DADT is history.

Immigration-reform advocates need to adopt this strategy. Instead of pointing out about how unfair or irrational our policies are — which is true but a loser’s lament — hit people in the wallet by making it clear that a massive-deportation philosophy will cost them money. Or hammer home the idea that policies such as the Dream Act will improve the economy and strengthen the military.

In other words, let’s see more about how immigration reform will benefit current citizens, instead of pleading that civil rights be extended to strangers.

It may not be pretty, or even that principled. But it has to be more effective than what we’ve accomplished so far.

Earlier this week, the United States celebrated MLK Day. For the last quarter-century, we’ve marked this occasion with tributes and speeches that restate ideals that shouldn’t need to be restated. I’m talking about the basics: shunning bigotry, treating individuals of different backgrounds with respect, judging people by the content of their character, and so on. We really should have these concepts down by now, but we don’t.

In any case, Martin Luther King Jr.’s legacy is framed within the context of civil rights. Indeed, the phrase “civil rights movement” is practically trademarked to refer to the quest of African Americans in the 1960s to gain the privileges promised to them in the U.S. Constitution.
